News: Former President Carter accused US, Israel and the European Union of dividing the Palestinian people by reopening aid to President Abbas' new government in West Bank while denying the same to Hamas-controlled Gaza Strip. He said Hamas' winning a fair and democratic mandate should have entitled it to lead the Palestinian government. Hamas routed Fatah in a takeover of Gaza Strip last week. The split prompted Abbas to set up a Fatah-led administration to govern West Bank. He said aiding only Abbas' new government represented an "effort to divide Palestinians into 2 peoples... Efforts of the int'l community should be to reconcile the 2." Carter said US and Israel sought to subvert the election outcome by helping Abbas keep political and military power... That action was criminal... They decided to punish all Palestinians, deterring a compromise between Hamas and Fatah."
