"OverPromise and UnderDeliver"... Who's on the receiving end? It's always the people, the public, the mass, the man on the street. Who's on the giving (or rather, nongiving) end? Politicians, political parties, elected/appointed government officials, big businesses, banks... not only do they overpromise and underdeliver, they often take from and suck dry the poor general public.
